Anyway.. I know you modders do this for the challenge and fun of it, and i definitely appreciate any and all mods I have tried whether or not i end up using it in the long term. if any/either/all these ideas spark some kind of vision or motivation i'd be more than happy to try it on my obviously inadequate box

Unfortunately, none of that is possible. The closest you could come would be to create a simple (and I really, really stress simple) website of quests and rewards and load it using the built-in HTML viewer. As far as quest sorting goes, all of that data is handled server-side, we don't get to muck with it.
