I'm pretty sure the v0/v1 pages as well as Info, TierIndicator, and the v1 icons are all hard-coded into the target window. You might try combining them all in eq2ui_mainhud_target.xml instead of eq2ui_mainhud_player.xml.
P.S. New version of my target/implied target windows coming out shortly, and one of the changes is a cleaned-up DDS so the graphics are a bit sharper, if you're using the graphics from my mod you'll want to grab that once I get it posted.
