Actually going to fix it like this:

After Bringing up the Blue Bubble Value only on the above example of being 25.5% (Actual # shold have been 20.5%) we are actually 5% in. What I would have needed the game to display it as 05% for it to work right. The game doesn't display the leading zero, the way it works and I thought I had it, was splitting the two digit Blue Bubble Value. The first number (from the Blue Bubble Value) was the 2nd Number before the Decimal point in my display, and the number after the decimal point was the 2nd Number in the Blue Bubble Value. So as I see it while the Blue Bubble is between 0 and 9% my Mod will show the 2nd number before the decimal as the same number as after the decimal, because it does not have a leading zero.
Our guild's XP into Level 8 should read 20.5% into Level and not 25.5%, but without the Leading zero the way I made it display the entire level instead of the 10's number. Sorry about this, it's just the way the Dynamic Data works, which is unfortunate but since there are no Leading zero's between 0 and 9% this is the only solution I see for this issue.
