The file missing is probally eq2.ini which would get created if you continue the install I think. Either that or you have no fully installed the eq2maps updater.
2nd you'll have to download and install profit ui updater and select where your eq2 installation is at. From there let the updater run and install the ui and restart the game. Once you are sure profit ui is running run the eq2maps updater and it should install into the profit ui sub folder just fine. You'll need java installed to run the profit ui updater which I think is downloaded from sun.com or sun.java.com.
Last posting that you'll have to quit the game here probally doesn't mean much since this isn't SoE and is irrelevent to your issues, There is plenty of information on how to install these mods here on the site and with each authors mod so be sure to read them completely.
