Persona window not updating correctly?
 

I just bought a new pvp vendor item.

Cloak of Incantations

The special it applies to your character is "Flowing Thought III, Increases in-Combat Power Regeneration Per Tick of caster by 3.0"

When I'm out of combat, the persona window shows I have 264 hitpoint regen, and 200 power regen.

In combat, it shows that I have 6 hitpoint regen, and 6 power regen. The problem is though, that my power regen shows 6 in combat, whether I'm wearing the Cloak of Incantations or not. So when I take it off and enter combat, my power regen is still at 6, and when I put it on and enter combat, my power regen stays at 6. Is this an interface error? Or is this item bugged, and I'm truly not getting the benefit from its regen effect?

/bug report that

Interface just receives the info from SOE so it's getting what they are sending.
Interface issue would be the data isn't sowing at all or something along those lines.
