I haven't been able to find anything like this, but is there a UI that casts buffs and heals on yourself, if you have nothing targeted or when you have another player targeted, press something like the Alt key + the spell and it casts on you instead of the player?

I don't think that's possible with EQ2.

you can hit F1 to target yourself and then cast.

There are mods out there that have slef cure click, Where all you do is click on one of the 4 debuf icons that show when you have a detrimental effect and it will target you cast the cure then retarget what/who ever you had targeted before.

I've contemplated adding 4 additional icons to eXtreme's that one could program with what ever, that would do the same through the AUCP but I've been lazy and busy in RL so havn't got around to it.

Those would only do so with the 4 cures - the OP is after a mod such as in WoW, I believe, where it automatically makes spells cast on yourself if there's no friendly target, or where a hotkey plus a spell button makes it self-cast, where said hotkey is not used elsewhere.

It's a bit more complex then just 4 icons somewhere :)

It wouldn't be hard to script somthing into an OnEffecter event that would check your health, and and any cures if needed and auto cast them when needed. For the target you could check the font's shadow style to tell if it was friendly or foe (not including PvP).
