Uploading

If I wanted to upload my UI, where can I get permission to do this. I have checked the "list/edit" feature, but it just says I have none uploaded. Any where I am not looking to click?

Go to the Downloads section, browse to the category you wish to upload to, then click the Upload Interface button. (
