EQ2Interface - Downloads Area Bug Fixes 2/28

Fixed new upload bug where it would show a broken image for your
preview images in the upload window.
Fixed the topbar navigation links
Fixed the topbar PM box when viewing the fileinfo
Fixed header problem with older browsers. "Should" no longer get download.php as a file.
Fixed links in comment postbit
Added user group status to comment bit (ie. author, admin, etc)
Fixed mysql error when id doesnt = a number.
Fixed a few other backend issues
Added Quick Search box to the dropdown search menu in the top menu
