Click Equipment to use ability in persona window?
 

In the persona(charater)window, I know double clicking will unequip the item so was wondering if it was possible to edit the persona.xml so that single clicking on an equipped item would cast/use the items special ability. If it is, what would I need to add/change. Either using a text editor or the UI builder.

No, but you can go into your game options, under User Interface > Inventory > Use Item On Mouse Double Click.
