Modified Tooltips
 

Can the tooltips be modded at all? If so, can someone make a tooltip mod to show what tradeskill the various harvestable items/ingredients are used for? Or if there is one already out there somewhere, can someone point me to it please?

I pretty much hit every node I run across, and would like to be able to tell at a glance what to hang on to (for my own usage) and what to sell.

Item tooltips are generated by the game, so I don't think that would be possible.

what about Ui window tooltips. like the heroic op window would it be possible to disable the tooltips altogether?

DrumsUI has an Item Notes feature which can be used to manually add notes to any item in the examine window.
You would have to add the notes yourself, but it does come with a couple of them. It saves the information to an XML so the information isnt lost upon logging in and out.

Edit: I know its not what you're after, but its likely the closest solution to what you're asking for.
