Anyway to set this up to use items on other players? I.E. Necrotic Flashpots being set to my noxious cure button?

I don't believe there is any sort of slash command for using an item on a player. You could try using the target command first, and then the use the item ID to cast it.

This method may vary by lag but I'm not sure.

In DrumUI edit your potion button to include the line
use_itemvdl -661875382

that will not use the item on the player. In order to use an item on another player you have to use /do_filecommands curefile.txt and in that cure file have a target player command use item command and another command to retarget what you was targetting before. This works sometimes but not always.

Using my UI you can put in multiple commands.

Just have to use the above command, preceded on the line before by: target SELECTED
