This may seem like a simple question...

I am wanting to make a hotkey to open my friends window, anyone know the command?

Drag the entry from your EQII button menu list to your hotbar. Presto! Hotkey. :D

Also, Y is the default hotkey for that window.

Thanks guys. BTW I tried dragging the icon and it wouldn't let me :(

Will probably use the Y key all the time though, thanks.

Make sure you're dragging the icon, not the text portion of the menu entry. Or just stick with Y, whichever you find more convenient.
