Target window Spells
 

First off, Nice UI. I recently started playing again and started using your UI.

Is there a way to move the spells that show up on the target window to the top instead of the bottom?

Possible, but not easy. You'll notice the height of the target window changes depending on the number of buff rows. You'd have to override that behavior and either carve out a permanent space for the max rows at the top, or script something to adjust layout as needed.
