can a UI enter text or do something when my wpn procs?
 
My weapon can trigger a proc named Intrepid Strike. Can a UI enter text into chat or do something like a flashing icon or something when my weapon proc activates? If so, then I could use ACT to do something.

sometimes with my graphics I can't always see the blue glow and my maintained spells window can become filled up so I don't see it in the window.

I was watching with a guild hall training dummy and there is no special message that would show when Intrepid Strike activates.

There was a "target reels" and "musical glow" (or something like this, can't remember now. lol) but this text popped up even when the Intrepid Strike did not activated.

Might be a lost cause ...

If this buff appears in the Maintained Effects window when it procs, then yes... the UI could do something with that such as display something on screen or input something into a chat channel. Technically it could malform an EQ2 command that would appear to ACT but not be sent to the server to relay, such as chat.
