Is there a way to have the target show the con and ^^^ strength?

You can change how Target displays in one of two ways:

/con_version 1
/con_version 0

Or in Options:

User Interface >> Name and Chat Bubble >> NPC Evaluation
(need to show Advanced Options to see this)
