Spell Monitor Settings Window and Tunare's Watch
 

Is there a reason Tunare's Watch will not show up in the Maintained Spell Window and subsequently the Spell Monitor?

That's going to be a question for the developers. Tunare's Watch is not maintained, although the spell it triggers, Nature's Touch, does appear in the Maintained window. But that doesn't help at all with monitoring. It's possible that for some technical reason the spell and the triggered spell can't both appear in Maintained, but then something like Hemotoxin does have both.
