Adobe Photoshop CS
with the nvidia plugin for manipulating .dds files of course.

But for any kinda of graphics manipulation you just cant beat Photoshop CS

I've switched to paint.net from PhotoShop SC. It can do most of what PS can do, great plugin system, light weight(loads fast) and it is free. You can get the dds plugin in the plugin section of the forums there.

I think the "best" program depends on your personal preferences. :) I have great success using Paint Shop Pro 9 (with the DDS plugin for PhotoShop), but I use it for all my graphics and can't imagine using anything else. ;)

I'll have to agree Seagoat, but unfortunately most people can't or won't pay the price of paint shop and photo shop.

feel like i'm tip-toeing on the playfield of the giants here... but

i use Gimp - www.gimp.org - latest version 2.6.6

there is a DDS pluggin - search the plugin repository - latest version 2.0.7

works fine for me, have used it to modify skin file no problem - it's open source - ie. free, and that has to be a good thing :)

Wow, nice rez of a thread that's already been rezzed once ;)

Just messing with ya. I've used gimp before, it's a pretty decent alternate to photoshop, once you get used to it.
