It's actually a standard EQ2 slash command:
/save_uisettings <filename>
To load a saved set,
/load_uisettings <filename> OR
/load_uisettings alone, which brings up the dialog to load a saved set.
The client uses the format
server_character_eq2_uisettings.xml
If you follow this when you save a set manually, it will appear in 'load settings' dialog.
You can put what you want for the server and character names, so you could save settings for a particular class by saying server_class_eq2_uisettings.xml
