Hotbar Button-drag Lock

[Post #134 for today.] Would it be possible to make a hotbar actually completely locked when it's "locked"? Sometimes when there are way too many raid members on the screen, I get a bit laggy and when i click on the hotbar, i inadvertently drag a button away. Could my hotbar really be locked once I click "lock"?
