Hotbars Fubar !

Please help me ! Everytime I log, get booted, or just play BG my hotbar configuration goes haywire ! THe profit UI is loading more hotbars that shouldnt be there and some them are scrolled and the are all scattered about !! Things I have tried.
1. Loading a different setup from another chars that work. = fail
2. repostioning them = fail
3. erasing every combat ability from the hot bars and closing the hotbars, camping out .. hoping it will save. =fail

Please I cant take it anymore its a pain in my rear ! which file is it so I can delete it reload it .. something ... anyone please help thanks !

I don't know the correct way but it happened to me this is how i fixed it.
Close every hotbar but one make sure its labeled 1 and hotkey 1. Right Click and Open new hotbar from hotbar 1.
Do it again for another hotbar but this time right click hotbar 2 and so on with 3,4 however many you want. After all is set and done save it type this

Where is say servername add your server and same for charactername
