New installations 2 pcs 1 works other not

I've just completed installing ProfitUI on 2 separate PC. Runs just fine on one, but it will not launch EQ2 on the other.
Same OS Windows 7 pro 64 bit.

I've read all I can find about this problem and I've:
Ensured I have the latest Java on both systems. I've deleted old java versions. Installed the latest one fresh. I'm running the same version of chrome on both systems and all installations seem to go off without a hitch. Did a Chrome install and a manual installation.

I've used javaws -viewer to delete ProfitUI Reborn Updater several times and re installed it several times.

I've made sure the paths on the settings are correct and the Launch button is not greyed out

I've checked the EQ2.ini and eq2_recent.ini and they both have the correct referrences to profitUI

BTW I just performed a brand new installation of EQ2 on the nonworking PC on a separate folder. I then installed DrumsUI which uses the same Java based updater and it's running without a problem, so it's not a java issue.

Eq2 will start normally on the second PC, buy the PRU will just not launch EQ2.

I work in IT and I'm familiar with other UI mods, java, editing ini files, etc but I'm out of ideas, any suggestions?
