Unable to use Portals / bells new way to travel ?

I am Unable to use any means of teleport to travel to anywhere except recall point = home and the Call to guild hall thats the only 2 means of travel i have at moment ,every time i click use a portal or bell ,,,,all i see is a Brown map of Norrath and 2 black boxes at the bottom of this window no means of travel to be seen or used

any one can help please
