UI Layout

When you start a new character (if you already have another one) you have the option of importing the "old" character's UI layout to the "new" one, but thats only at the beginning. After that, there (as far as I know) is no turning back).

Now what I was wondering: Is there a command I can use to access this "UI Layout Importing" window, and if there is, can someone please be so kind and share it with me?
