Make sure you use the following package (x64 not IA64) if you are using Windows XP Professional x64. IA64 is for Itanium edition of Windows.

Note this is beta version (Beta 2) of .NET Framework 2.0 so running this may negatively influence other programs on your system. This fixed my problem completely with EQ2Maps but broke another program.
If anyone has a solution for allowing EQMap to work without installing this, or the Dev's of this program figure out a workaround to allow it to work with .NET 1.1 please let me know. I don't really like beta anything on my system.
As for the question about whether or not to upgrade to x64 (assuming you have 64-bit AMD or EMT64 Intel CPU) consider that many programs do not yet work with x64 edition, such as Alcohol 120% or Daemon Tools and that most drivers for video or audio cards are in beta stage. It's also been proven there is barely any increase in gaming performance through upgrading. My advice - do it if you're hardware/windows savvy. Don't if you're not.
