1/2 size maintained and effects window?

I would like to have a 1/2 size maintained and effects icons. Can anyone do this for me or show me how to do it?

I made these for myself and a friend. They are size 24 with a cell padding of 1 and they work well. I also made a Pop-Out version as well but personally didn't care too much for them. At any rate, hope they help.

FYI: I believe that the default size is 32 and the smallest possible is 22.
