Hotbar problem

Hi I installed the UI and my hot bars show up as 9 boxes and 3 boxes under those 9 for a set of 12. which looks like this 123456789
0-=

that is a full hot bar for me. I have been trying to set it how it should be
1234567890-=. Please tell me what settings or files I need to edit. Also this happens when I click create new hotbar.
