The dead space you're looking at is the title bar. So far the only solution I've come up with is to remove the title bar, unfortunately, this would remove the close button as well. But I'll keep working on it

Sorry I haven't been on EQ2 for a while....I won't be updating or making new mods until I can get back, as the title says I'm out of the loop for awhile, so I'm not able to work on any mods at the moment. Just thought I'd give you the heads up. Thanks everyone
