Unfortunately, the game simply doesn't remember the 'state' of custom windows when they're closed and reopened as it remembers the 'state' of default windows. There's nothing I can do about it, except hope that someone at Sony eventually decides to fix it. :P
That having been said, it wouldn't be hard to put a 'minimize' button on the titlebar, that would let you shrink the window to just the titlebar without actually closing it. I probably wouldn't bother using it myself, as having the titlebar onscreen when I don't need it would bug me. But if others would find it handy to be able to shrink the window without closing it (thus allowing it to remember what you were looking at), then I could certainly add it.
