The marketplace window isn't included in the zip file, you should be basically using the default version (only with the fetish color theme from the styles etc.). I can take a look next time I'm in game to try and replicate it, but if it's a bug in the default not much I can do.
As for the speed of tool-tips in general, that's something you can change in the in-game options. I don't remember the exact path off the top of my head, but I think it's something like User Interface > Tooltips > tooltip delay (a slider that goes from quite fast to quite slow).
