Click on the World TAB Key to the Left and then back to current Zone for tooltips to work again.
I'm in Sol Eye helping my wife's Templar with Speak like a Dragon and thats how I got it working again.

Ok, I can confirm that this is working in Rivervale, tooltips are showing up for the POIs now.
