You need to switch the names of the XML files "eq2ui_mainhud_mainchat" and "_simple_eq2ui_mainhud_mainchat" The first one is the "Default" and it is the one that "stealths" the scroll bar on your chat window. The second on (_simple....) is the normal chat bar, no stealthing.
