Here is a blue welcome window. Just drop it in the profiui folder.
As for start menu position that is server side. Unless Rothgar changes the behavior(very unlikely) the only way to fix it I can see is what Drums said in another thread...swap the data for the start button and xp bars...it would work..but would cause everyone to have to reposition those bars and would make finding the right file confusing ;P .
