The new UI window is:
eq2ui_inventory_dressingroom.xml
It uses the same Paperdoll object like the eq2ui_inventory_inventory.xml and eq2ui_mainhud_guildheraldry.xml use.
One other interesting line from the update notes:
MACROS
* Spell macros that specify a target will now correctly cast on that target if the spell is queued.
I haven't looked at it but maybe those new raid window mods will be able to use the /useabilityonplayer command more easily.
