Most likely is the server overloaded , if the updater has worked before.
If this happens , try to visit maps.eq2interface.com , if this site works then probably there is a firewall issue.

I'm having the exact same issue. I've checked the firewall and that's not the issue here. I can access that site fine as well. I've posted a similar thread already.

Does the info window in the center loadup OK ?
