if I click on "All" it has an overlay popup saying (you need to have disabled search by keywords in the options) .


How do I do that? I can't find any options.

It's talking about the options window (Alt O). Under (IIRC) User Interface will be Map Window, the options to disable/enable keyword searching should be there.
