This was a new one.
Never seen it before.
Sorry, don't know how to solve it, might work with a reboot.

It might be group policies. There's an option buried in there to use only FIPS-compliant algorithms, and MD5 is excluded by FIPS.

Map Interface
 
Can't find a way to enter a thread.
Tried to enter a POI into map. Impossible. Forces you to select a current zone from an old incomplete zone list.

See if you can enter this one for me.

This is the entrance for Castle Highhold
Zone is Exp_Rgn_North_Seas

/way 322.98 179.05 -132

There are other POI's I would enter. If you fix SubmitPOI dialogs let me know please.

Looks like Home Premium doesn't have group policies.

I'll be darn, but figured it out. Googled it, and was instructed to check on group policies, which I don't have in Home Premium. But also told me to make sure a registry entry was set to 1. It was set to 1 (one - enabled)
Changing registry is scary and delicate, but in my case, it needed to be set to 0 (zero - disabled) in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\fipsalgorithmpolicy.
I verified it on another machine that was working fine, and it was zero. So I changed the value, and that fixed it. I'm a happy camper!:nana:
