certain times if i create a new character i will not allow me to chat at all. if you press enter nothing comes up it just does not allow me to use the chat windows even if i creat new ones and i cant load ui settings from anouther char.

I would be interested to learn on what server that happens. I have recently tested this again on UK, US and German servers and all default to a setting where you can chat. Check the FAQ on how to toggle the text input line though.

Are you using the latest default presets (ie. the character ini files)? I had a similar problem which can be solved by going to the windows setting of the chat window, and changing the frame and title option to "none" and "frame only" back and forth.

This way the chat "line" became visible again and made it possible to chat again.
