Hotbar appearance
 

I'm wondering if it's at all possible to change the appearance of just a few hotbars? I"m wanting hotbars 1 and 10 to have a different graphic appearance in game then hotbars 2 through 9.

I've looked through the hotbar mods posted but the closest thing I can find is Dragowulf's spell timer mod, which was done through a custom window mod and not the hotbar.xml file.

So basically my question is can I mod two of 10 hot key bars to have a different appearance or will I need to make a custom window that uses those two hotbars?

You could probably change their appearance using the frame & titlebar (and modding it to go to a different appearance based on which of these is present). There's a variety of windows in custom UIs that change their appearance depending on whether the frame or titlebar is shown, you might want to use one of those for reference in making such a mod.
