There's a bunch more posts regarding that very issue but it isn't bag mod specific.

SOE changed the coding on the mouse in game and has since cause the clicky issue with all bags "even default" ever since.

Instead of clicking with the tip of the pointer, click with the middle of the pointer if that makes sense the way I am describing it.

Also, feedback/bug report it in game as it is a SOE issue.

After looking at dragging really closely it looks to me like the pointer doesn't pick anything up until you drag about 10 or 15 pixels, but you pick up the item at the end of the 15 pixels, not at the beginning. The problem is much more apparent when you're using small icon sizes, but it helps if you start dragging from the opposite side of the direction you're moving, e.g. if you're dragging to the right, start from the left edge or if you're dragging down, start from the top edge.

(This has happened since the bags got IconBanks in GU 29 - EoF)

Yeah, after reading Othesus' post, I agree that is the problem.
